When the International-Great Northern Railroad made an extension from San Antonio to Laredo in 1881, the town of Devine was established. It was named for Judge Thomas Jefferson Devine who was an attorney for the railroad. Devine was incorporated in 1904, though it did not expand much until good irrigation occurred in 1915. The Driscoll Public Library holds approximately 20,00 bound volumes. These holdings represent a broad range of subjects. The Library is now working on specializing in "Texana". Texana is made up of the history of Texas and contributing disciplines. Each Summer the Library has a Summer Reading Program to encourage the area's children to read and learn.
The Driscoll Public Library has computers available to the public for Internet access, e-mail retrieval, word-processing, resume writing, spread-sheet and database use.
