Newark was built at the crossroads of two Indian trails. It is also near the site of Delaware's only Revolutionary War battle at nearby Cooch's Bridge, just southeast of Newark. Betsy Ross's flag was first raised in battle at Cooch's Bridge on September 3, 1777

The council members are elected from separate districts for two year terms, while the Mayor is elected at large and serves a three year term.
